DEFINITION & OVERVIEW

What is Service Implicit SMS?

Service Implicit SMS — also referred to as Service Inferred SMS — is a formally defined message category under the Telecom Commercial Communications Customer Preference Regulations (TCCCPR) 2018 issued by the Telecom Regulatory Authority of India (TRAI). It is one of the most widely used SMS categories for businesses operating in India today.

Unlike Promotional SMS, which is broadcast to generate awareness, interest, or sales, Service Implicit SMS is triggered entirely by a customer's existing action or service relationship with a business. This could be a purchase, a login attempt, a booked appointment, a completed payment, or any event the customer initiated. Because the communication is a direct response to customer behaviour, no separate explicit consent is required to send it.

The defining legal characteristic of Service Implicit SMS is that it bypasses India's Do Not Disturb (DND) registry. This makes it far more reliable than Promotional SMS for time-sensitive communications, as it reaches 100% of your customer base regardless of their DND registration status.

Why is it Called "Implicit"?

The word "implicit" refers to implied consent. When a customer places an order, makes a payment, books a service, or creates an account with your business, they implicitly agree to receive communications related to that transaction. TRAI recognises this implied relationship, which is why Service Implicit SMS does not require an explicit opt-in from the customer — unlike promotional messaging which demands preference-based consent.

TRAI Regulatory Reference — TCCCPR 2018

Service Implicit SMS is governed under the Telecom Commercial Communications Customer Preference Regulations 2018. All senders must register on TRAI's Distributed Ledger Technology (DLT) platform, obtain a Principal Entity (PE) ID, register an Alpha Header, and pre-approve all message templates before sending.

Service Implicit SMS vs Service Explicit SMS

It is important not to confuse Service Implicit SMS with Service Explicit SMS. Service Explicit SMS is sent to customers who have actively subscribed or opted in to receive a specific category of service messages. Service Implicit SMS, on the other hand, is tied to a transaction or service event — no separate subscription is needed. Most transactional business communications in India fall under the Service Implicit category.

DLT Rules for Service Implicit SMS in India

TRAI's Distributed Ledger Technology (DLT) platform is the backbone of SMS compliance in India. Every business sending Service Implicit SMS must register and follow these rules — non-compliance results in message blocking and regulatory penalties.

📝

Fixed + Variable Content Required

Every Service Implicit SMS template must contain a mix of static (fixed) text and optional dynamic variables using the {#var#} syntax. Templates that consist entirely of variable placeholders will be automatically rejected by DLT platforms.

🔡

30-Character Variable Limit

Each {#var#} placeholder can hold a maximum of 30 characters at runtime. Attempting to pass longer values will result in message truncation or delivery failure at the operator level.

🏢

30-Character Variable Limit

Your registered business or brand name must appear clearly within the body of every template. Omitting the organisation name is a primary reason for template rejection during DLT review.

📏

Maximum 2,000 Characters

DLT-registered Service Implicit SMS templates can be up to 2,000 characters in length. This is more than sufficient for even the most detailed transactional message content.

🚫

Zero Promotional Content

Words or phrases such as "offer", "discount", "cashback", "free", "win", "sale", or "hurry" will immediately trigger a category reclassification, moving the message into the Promotional category.

🔤

Alpha Sender Header Mandatory

Service Implicit SMS must be sent using a 6-character Alpha Sender ID (e.g., TECHTO, BKINGX). Numeric sender IDs are reserved for other categories and are not permitted for service messaging.

Frequently Asked Questions About Service Implicit SMS

Everything Indian businesses need to know about sending TRAI-compliant Service Implicit SMS.

Is Service Implicit SMS delivered to DND-registered numbers in India?

Yes. Service Implicit SMS is classified as a non-promotional, service-triggered communication under TRAI TCCCPR 2018. Because it is not marketing-related content, it is exempt from the DND filter. This means your order confirmations, payment receipts, OTPs, and service alerts are delivered to every customer — including those registered on India's Do Not Disturb list — without any restriction.

Can Service Implicit SMS contain offers, discounts, or cashback?

No. Including any promotional content — such as discount codes, cashback offers, product promotions, or sale announcements — immediately converts the message into a Promotional SMS under TRAI guidelines. This would require DND scrubbing, explicit customer consent, and a different DLT template category. Mixing promotional and service content in the same message is a compliance violation.

What type of sender header is required for Service Implicit SMS?

An Alpha Header — a 6-character alphabetic Sender ID (for example, TECHTO, PAYALR, HLTCRE) — is mandatory for all Service Implicit SMS. Numeric sender IDs (10-digit numbers) are not permitted for this category. The Alpha Header must be registered on the DLT portal, linked to your Principal Entity ID, and approved before you can begin sending.

How long does DLT template approval take for Service Implicit SMS?

Template approval on TRAI's DLT platforms typically takes 2 working days from the time of submission. However, templates that are incorrectly formatted, contain promotional keywords, lack the organisation name, or are submitted under the wrong category may be rejected and require resubmission. TechTo Networks' compliance team reviews your templates before submission to ensure first-attempt approvals.

Is explicit customer consent required to send Service Implicit SMS?

No. Consent is implied by the customer's existing transactional relationship with your business — for example, placing an order, making a payment, booking an appointment, or registering an account. TRAI's TCCCPR 2018 framework recognises this implied consent, exempting Service Implicit SMS from the explicit opt-in and preference-scrubbing requirements that apply to Promotional SMS.

What is the maximum allowed length for a Service Implicit SMS template?

The maximum template length allowed on TRAI's DLT portal is 2,000 characters. Each dynamic {#var#} variable can hold up to 30 characters at runtime. It is important to note that templates must contain a meaningful amount of fixed, static text — fully variable templates with only placeholders are not permitted and will be rejected during the DLT review process.

Can I send Service Implicit SMS in Hindi or other regional languages?

Yes. TechTo Networks fully supports Unicode-encoded Service Implicit SMS in Hindi, Tamil, Telugu, Kannada, Marathi, Bengali, Gujarati, Malayalam, Punjabi, Odia, and more. Regional language templates must be registered separately on the DLT portal. Unicode messages are typically delivered as two SMS credits due to the character encoding, which reduces the per-message character limit compared to standard English SMS.

What is the difference between Service Implicit and Service Explicit SMS?

Service Explicit SMS is sent to customers who have actively subscribed or opted in to receive a specific category of service messages from your business — for example, a customer who subscribed to receive daily stock alerts or weekly account summaries. Service Implicit SMS, on the other hand, is triggered by a specific transactional event — no separate subscription is needed. The vast majority of order, payment, OTP, and delivery notifications fall under Service Implicit, not Service Explicit.
