Call-to-Action (CTA) whitelisting is a regulatory requirement established by TRAI to combat SMS-based fraud. CTAs are interactive elements in your SMS messages that prompt recipients to take specific actions—clicking a website link, calling a phone number, downloading an app, or sending an email. The whitelisting process validates these elements through the Distributed Ledger Technology (DLT) platform, creating a secure, blockchain-based registry that prevents malicious actors from using fraudulent links or contact information in SMS communications.

Static URLs: Complete, unchanging web addresses (must start with http://, https://, or www.)

  • URLs must start with http://, https://, or www. format

  • Dynamic URLs must end with a question mark (?) in the registered format

  • Mobile numbers must be 12 digits starting with 91 (no virtual numbers)

  • Landline numbers must start with 0 and include STD codes

  • Only Alpha and Alphanumeric headers allowed for Short URLs (no numeric-only headers)

  • APK links must end with .apk extension

  • URL redirections only allowed through registered Short URL mechanism

  • All CTAs must match those registered in your SMS content templates

No, you only need to whitelist on ONE DLT platform. The whitelisted CTAs are shared across all operators through blockchain technology, making them valid network-wide.

How long does the whitelisting process take?
